Error Sending An Email Via Android

1. A user narrated and I quote “I set up my email on my Android device and I receive emails but I can not send them. “Incomplete sending” is the error. I tried both ports on the outgoing side but none worked. I also tried to select SSL but that will not allow it. I have to select “off” What else can I do?
I downloaded an asp.net website and it works fine. I also implemented the SMTP mail sending service via the smtpout.asia.secureserver.net host using the credentials.

I am able to send an email on localhost but after the download on the server I received this message:

An attempt was made to access a socket in a manner prohibited by its access permissions

[SocketException (0x271d): An attempt was made to access a socket in a manner prohibited by its access permissions

After googling, I found that the host had to be changed to relay-hosting.secureserver.net

I changed the host but he says that the host is not reachable.

Please guide I am short of options.
